This web site is dedicated to the women and men who operate the world's 200+ legal state operated lotteries. We have spent a career researching, writing and reporting on the global lottery industry.

There is little information that the average lottery player would find of value. The statistics we collect are by and large countable numbers audited by professionals collected and published by us. We primarily track information on lottery sales, prizes and net profit to government, advertising budgets and game design--both for TLF Publications' annual books (such as La Fleur's World Lottery Almanac) and our monthly magazine (La Fleur's Magazine).

Adam Caughill

Senior Manager, Product Development, OLG

Adam Caughill has been with the Ontario Lottery and Gaming Corporation (OLG) since June 1992 and currently serves as Senior Manager, Lottery Product Development. Caughill, of Sault Ste. Marie, Ontario, began his career with OLG twenty years ago as a summer student in the Sales division and held progressive roles in field sales, distribution, and retailer training until joining the Lottery Marketing division in 1998 as a Brand Manager. Caughill earned his Marketing degree from Lake Superior State University and a Masters Certificate in Marketing from York University’s Schulich School of Business. In addition to numerous advertising and promotional campaigns, Caughill has developed and launched several on-line and Instant games for OLG, including 2010’s innovative and highly successful Poker Lotto – the first lotto game to include instant wins, lotto draws and audio & video at the point-of-purchase. In his current role in Lottery Product Development, Caughill is responsible for creating, sourcing, validating and launching new lotto concepts in the province of Ontario.


Kim Chopin

Communications Manager, Louisiana Lottery

As Communications Manager for the Louisiana Lottery, Kimberly Chopin resourcefully and creatively drives the company’s integrated marketing communications strategies, including PR, publications, reputation brand management, media relations, social media and digital, web and mobile marketing. A confessed data junkie, she loves pouring over metrics to maximize results. Toward that end, her campaigns have won numerous accolades from the Southern Public Relations Federation who bestowed on her their senior practitioner designation in 2006. She enjoys watching her kids break swim team records, long-distance running, and creative writing, having self-published her first young adult sci-fi romance novel this year.


Tom Delacenserie

Director of Sales, Florida Lottery

Tom Delacenserie joined the Florida Lottery in 2000 as District Manager in Fort Myers.  He was promoted to Director of Sales in 2005 and currently oversees a team of almost 200 people servicing over 13,000 retailers.  Prior to joining the Florida Lottery, Tom spent 28 years in consumer product sales as a Representative, District Manager, Regional Manager, and National Accounts Manager.  During his sales career, Tom has been responsible for both Regional and National headquarter accounts including Target, K-Mart, Walmart, Walgreen, and Kroger.  Tom and his wife of 40 years, have three daughters and two granddaughters.



Jay Finks

 Director of Marketing and Administration, Oklahoma Lottery

 Jay Finks has been in the Marketing Department for the Oklahoma Lottery Commission since its launch in late 2005.  Jay has served as the Director over the last 5 years and has just recently been appointed to the position of Director of Marketing and Administration. He brings over 17 years of Strategic Marketing & Advertising experience to the position having worked on accounts such as Sonic Industries, Six Flags, Oklahoma Tourism and the National Rifle Association. Jay was named the 2010 Powers Award winner for excellence in Marketing throughout the Lottery Industry.  


Kurt Freedland

COO & General Counsel, Georgia Lottery

With nearly twenty years in the lottery industry, Kurt Freedlund is currently the COO & General Counsel of the Georgia Lottery Corporation (GLC). While at the GLC, Kurt has been actively involved in several new initiatives, including the development and installation of the lottery stores at Hartsfield-Jackson Airport, the cross-selling of Powerball and Mega Millions and currently, the GLC’s launch of igaming. Prior to joining the GLC in 2004, Kurt was the General Counsel at the Illinois Lottery and served as Acting Director for a period of time. Kurt was the personal assistant to Illinois Governor James Thompson for three years prior to earning his law degree from Northwestern University, where he also completed his undergraduate degree. 


Jim Gilbert

Managing Director, Digital Gaming, Atlantic Lottery Corp.

If Jim Gilbert were a baseball pitcher, his “go-to” pitch would be a change-up. He hasn’t suited up in a major league uniform yet, but this team player has been delivering “change” for much of his career. More than 20 years in increasingly senior positions with Canada Post gave Jim ample experience and a diverse background in sales, retail, operations and technology leadership. Today at Atlantic Lottery Jim is “changing it up” again: He’s planning the future of lottery and leading its transformation to compete in the digital space as their Managing Director.




John Gorman

Strategic Development Specialist, DC Lottery

John Gorman joined the D.C. Lottery and Charitable Games Control Board in 2004 as the Market Research Analyst. John now serves as the Strategic Development Specialist; a position in which he is responsible for all online and Instant ticket game and promotions development. In this capacity John helps to develop and execute the Lottery's annual Marketing and Strategic plans, with an emphasis on developing innovative products and promotions that best position the Lottery to take advantage of a rapidly changing marketplace. John also provides research and analytical support and is responsible for the Lottery's mobile marketing strategy.


Gary Grief

Executive Director, Texas Lottery

Gary Grief was appointed Executive Director of the Texas Lottery Commission in March 2010 after having served numerous stints as Deputy Executive Director and Acting Executive Director since 2002.  As Executive Director, Grief oversees a $4 billion enterprise whose mission is to generate revenue for public education and other good causes in the State of Texas. Under Grief’s leadership, the Texas Lottery has contributed more than $1 billion annually since 2004 to the Texas Foundation School Fund and other state programs. A native Texan, Grief is a graduate of the University of Texas at the Permian Basin.  Grief also serves as Lead Director for the Mega Millions consortium and First Vice-President of NASPL.



James Hutchinson

Sr. Vice President of Marketing & Product Development, Georgia Lottery


James Hutchinson oversees marketing communications and product development for the Georgia Lottery Corporation and is recognized by his peers as a leading innovator in the field of marketing.  Known for creating some of the most original marketing programs in the Lottery business, his accomplishments include multiple branded TV specials, NFL halftimes to rival the Super Bowl and a statewide American Idol style talent search contest culminating in a star-studded 90-minute TV finale. Passionate about GLC’s mission, this 2009 AMA Atlanta Marketer of the Year spearheads an incredible 20+ unique advertising campaigns every year.  His work has helped the Georgia Lottery contribute $13 Billion+ in funds for HOPE and Pre-K.



Matt Isaac

Product Development Specialist

Matt Isaac has been with the Florida Lottery for six years and serves as Product Development Specialist, primarily managing instant product. During Matt’s tenure, the Florida Lottery has weathered the storm of a troubled economy, achieved record setting sales in fiscal year 2012 and is poised to reach even greater sales heights in 2013. This success marks another proud milestone as the Sunshine State celebrates the 25th anniversary of the Florida Lottery. Prior to joining the Florida Lottery, Matt proudly served in the United States Navy and earned his master’s degree in business administration from the University of North Florida. 


Mike Lee

Public Relations and Social Media Director, Cactus Marketing Communications

As public relations and social media director, Mike drives Cactus’ earned media efforts, working hand-in-hand with the account services, creative, media, digital and production teams to seamlessly integrate strategic communications efforts on behalf of the agency and its clients. With nearly a decade as a public relations and marketing professional for a variety of companies including the Colorado Lottery, Vail Resorts, the Outdoor Industry Association, Smashburger, Colorado AIDS Project, Jackson Hole Travel and Tourism and five years as a broadcast journalist, Mike knows exactly what it takes for stories to break through and get results. 


Avi Levy

Instant Tickets Marketing Director, Mifal Hapais

Avi Levy works in Mifal Hapais the Israeli national Lottery since 2001 as instant tickets marketing director. In addition to single-handedly managing Mifal Hapais scratch card portfolio (approximately 50 games per year), Avi is also charge of the pick 4 daily draw. Under Avi's direction his products has enjoyed remarkable growth in their sales. The Instant tickets enjoyed growth of more than 50% in sales in the last 5 years. He is honored to come and to present us the strategy behind this success."
